Board of Trade, April 3, 1908.

WITH reference to your letter of the 27th ultimo, in which you state that a telegram has been received from His Majesty's Ambassador at Tôkiô reporting that Count Hayashi is of opinion that it would greatly delay matters if designs, patents, and copyright were included in the Convention, and suggesting that the Trade-Mark Convention should be put through as soon as possible, patents, designs, and copyright being dealt with later, I am directed by the Board of Trade to state that they concur with the action Sir E. Grey proposes to take in the matter.
